As most of you have already realized, in most areas in the US you cannot receive a call on your iPhone while transferring data. AT&T has publically stated that this is a limitation of the EDGE protocol.

It is not. On NOM1 (network mode 1) operation, the phone can receive calls. Unfortunately, AT&T is using NOM2 almost everywhere.

Apple pushed the iPhone's ability to receive calls while browsing, etc, during it's big advertising push - completely misleading the consumer as this is the case only on WiFi or in rare NOM1 areas. Please join me in submitting feedback to Apple insisting that they pressure AT&T to institute NOM1 nationwide and make the iPhone work the way it is supposed to.

Feedback left as well.

Apple needs to make sure AT&T gets their shit together.

I use a device with EDGE and will recieve calls during data (the device uses data CONSTANTLY) so yes it's not a limitation of the EGPRS network as such.

Have you tried running the field test to see what NOM setting you are on?
